One person should be accountable for the AEO program, but that person should not own every task. Choose the accountable owner by the company’s dominant visibility bottleneck, then assign execution to the teams that already control the relevant evidence and systems.
For a technical discovery problem, the natural lead is usually SEO or web. For unclear category and product evidence, it is product marketing or content. For weak independent authority, it is communications. For measurement, it is growth or analytics. At enterprise scale, a senior cross-functional sponsor should set standards while business units execute.
The default decision is RUN A CONTROLLED TEST under one accountable program lead. Do not create a permanent AEO role until the work is recurrent, materially valuable, and too cross-functional to coordinate through an existing leader.
Start with the work, not the acronym
“AEO owner” is too broad to be a job description. The phrase can cover technical access, prompt research, positioning, content, public relations, review operations, product data, analytics, and governance. Assigning all of that to one specialist creates either a bottleneck or a title without authority.
The platform boundary reinforces this. Google’s guidance for AI Overviews and AI Mode directs site owners to established practices such as crawl access, internal linking, visible text, accurate structured data, Merchant Center, and Business Profile information. OpenAI’s publisher guidance adds a distinct crawler-access and referral-measurement path for ChatGPT. Neither platform describes a single company function that can control the outcome.
Ownership should therefore mean accountability for the decision system, not possession of every intervention.

This is a decision map, not an organization chart. The accountable lead can change when the verified bottleneck changes.
What the accountable owner actually owns
The program owner needs authority over five decisions:
- Question set: Which buyer questions, audiences, products, markets, and constraints deserve measurement?
- Evidence standard: What counts as a supported company claim, independent corroboration, customer proof, or unresolved unknown?
- Measurement method: Which interfaces, dates, repeats, metrics, and limitations define the baseline and retest?
- Work routing: Which function owns each intervention, deadline, approval, and acceptance test?
- Investment decision: What continues, stops, or expands after the evidence changes?
The owner does not need to write every page, manage every review, or diagnose every technical issue. The owner needs enough seniority to obtain those contributions and reject activity that does not follow from a measured gap.
When SEO should lead
SEO is a strong default when the first problem is discovery: blocked crawling, weak internal linking, confusing canonicalization, inaccessible text, fragmented pages, or missing search measurement.
It is also a sensible initial coordinator when the company already runs a mature search program. Google says there are no special technical requirements for its AI features beyond established Search eligibility. That makes it wasteful to separate “AI technical optimization” from the team already responsible for search access and site quality.
SEO should not be expected to manufacture independent reputation, approve product claims, or own customer evidence. Its leadership works only when those contributors have clear responsibilities.
When product marketing or content should lead
Product marketing should lead when the company is visible but described for the wrong audience, use case, or category. It owns the market truth: who the product is for, what it does, how it differs, what constraints apply, and which claims the company can defend.
Content becomes the execution partner that turns that truth into useful public evidence. A content leader can coordinate the program when content operations already span subject experts, SEO, sales, and distribution. But content volume is not the objective. The owner should be judged on whether the evidence gap becomes clearer and whether the measured buyer-question outcome moves.
When communications should lead
Communications is the natural owner when the missing evidence needs independence: category authority, expert context, public reputation, or credible third-party coverage.
This does not mean asking journalists to write for an algorithm. It means identifying which claims matter to buyers, proving them, and placing knowledgeable people and evidence into real market conversations. Earned coverage remains editorially independent; it cannot be ordered as an AEO deliverable.
Communications should share measurement with growth or analytics so coverage is not credited with an AI outcome that the study cannot causally establish.
When growth or analytics should lead
Growth or analytics should lead the first test when the central uncertainty is economic: Are these questions used? Does visibility change? Do referrals engage? Is the work worth displacing something else?
OpenAI’s documented referral parameter can help isolate some ChatGPT search visits. Google’s generative-AI performance reports can provide impressions, pages, countries, devices, and dates for eligible sites in the limited rollout. Both remain intermediate evidence. Analytics must keep referral activity, conversions, and assisted pipeline distinct.
A measurement owner without execution authority can produce a dashboard nobody acts on. Pair the lead with named functional owners.
A lightweight accountability model
For a first program, use four roles:

At a small company, one person may hold three roles. At an enterprise, each role may include several teams. The responsibilities still need names.
Signs the ownership model is failing
- Dashboard without decisions: The team reports visibility but no one can authorize an intervention.
- Content without diagnosis: The owner ships pages before establishing the buyer question or evidence gap.
- SEO without authority: Technical teams are held responsible for product claims, reviews, or earned coverage they cannot control.
- PR without baseline: Communications activity is credited for changes without comparable before-and-after measurement.
- Committee without accountability: Many functions attend, but no person can stop low-value work or choose the next test.
- Vendor without counterpart: An agency receives access but no internal owner can approve facts, implementation, or measurement.
The cure is not another meeting. It is a named accountable lead with a bounded decision and authority to route work.
The ownership decision
Choose the owner in this order:
- Identify the most consequential observed gap.
- Assign accountability to the leader closest to that gap who can coordinate the necessary functions.
- Name the executive sponsor and functional executors separately.
- Review ownership after the first intervention cycle.
- Create a dedicated role only if the work remains cross-functional, recurrent, and economically justified.
Our view is that most companies should begin with an existing leader, not a new title. The strongest owner is the person who can turn evidence into an organizational decision—not the person most eager to claim a new channel.
